An ETFE powder having a viscosity factor phi of at most 1x104 Pa.sec, an anelasticity factor epsi of at most 5x10-4 Pa-1, an average particle diameter of from 5 to 1,000 mum and an apparent density of at least 0.5 g/cc, is deposited on a substrate surface, followed by heat melting and cooling for solidification to form a film.
