PROBLEM TO BE SOLVED: To improve operability related to a mode change-over. SOLUTION: In a flat washer 17a receiving a rear end of a coil spring 18a for setting clutch operating torque, a retreat position is regulated by a step like protrusion 31 of a journaling part 15 so that an interval S is formed between the flat washer 17a and a flat washer 17b abutting on a pin 14 in a retreat position of an internal gear 13. When the internal gear 13 tries to rotate in an advance position in a clutch mode, energizing force of the coil spring 18a can be transmitted to the internal gear 13. COPYRIGHT: (C)2003,JPO
