PROBLEM TO BE SOLVED: To provide a method which controls stress being applied to a reinforcing element and an apparatus for the method. SOLUTION: An apparatus (1) for helically winding the belt-shaped reinforcing element (3) onto one texture layer of a tire blank has a rotating tire or a belt constituting drum (2), and a winding wheel (5) connected to a means for applying tensile force to the reinforcing element (3) supported in advance by the drum (2). In an apparatus having sensors (10 and 11) which detect the position and stress of the reinforcing element (3) on the winding wheel (5) and transmit them to a controller, the winding wheel (5) is connected to a motor, and the winding wheel (5) can be driven or braked by the motor. Two tension and guide rollers (6 and 7) are arranged at a distance in the radial direction to the winding wheel (5) so that the reinforcing element (3) guided through the winding wheel (5) forms a constant winding angle.
