PROBLEM TO BE SOLVED: To provide a pretreatment process for cutting electric machinery without evaporating and gasifying harmful substances to safely and certainly recover the harmful substances. SOLUTION: The harmful substances are recovered by a harmful substance recovery system equipped with a recovery apparatus, which enables floating blades of the rotary body of a high speed cutter to impinge against the outer contour plate of a hermetically sealed/closed container by rotating a rotary body at a high speed higher than the critical impact speed of the outer contour plate of the container to strike, destruct and cut the outer contour plate (cutting process), and recovers the harmful substance in the container and including a heat treatment process, a coagulation treatment process and a recovery process.
