PROBLEM TO BE SOLVED: To simplify work for adjusting the quantity of overlap. SOLUTION: An apparatus for preliminary molding has forming rings 34-37 which are arranged at a plurality of positions in the conveyance direction of a packaging material 11 to make packaging material 11 tubular by deformation, and increase the quantity of the change of the packaging material toward the downstream side in the conveyance direction; a vertical seal device 41 for sealing both edges of the tubular packaging material 11; and a transfer mechanism for moving a prescribed forming ring 37 out of the forming rings 34-37 in the conveyance direction of the packaging material. When the quantity of overlap is changed, since the quantity of overlap can be adjusted, not only sealing in the longitudinal direction but also sealing in the cross direction are surely done to prevent defective sealing.
