PROBLEM TO BE SOLVED: To confirm personal information without making a reader close to a person in question whose personal information is to be confirmed while keeping the privacy act for personal information.

SOLUTION: A data transmitter 10 registering personal information on a person M1 on a bed 30 is applied to the person M1. A receiving electrode 21 is exposed to the wall, and the receiving electrode 21 is attached to a data receiver 20. The data transmitter 10 includes a transmitting electrode 11 touching the person M1 and a grounding electrode 12. When the person M2 touches the person M1 and the person M2 touches the receiving electrode 21, the transmitting electrode 11 is connected to the receiving electrode 21 through the persons M1 and M2 as a transmission line, so that personal information is transmitted from the data transmitter 10 to the data receiver 20. The personal information received by the data receiver is displayed on a display device 40.
