PURPOSE: A multiplexing method of an Internet-based IP telephone system server is provided to selectively apply a backup mode applicable to a small scale data network and a load balancing mode which can control a large scale data network according to a communication environment. CONSTITUTION: Upon receiving an RRQ message, an AGK(Alternate Gatekeeper)1 sends an IRQ message to AGKs in order to investigate a PGK(Primary Gatekeeper)(S11). Receiving the IRQ message, AGKs(2-n) transfers a response message(IRR) to the AGK1. Without the IRR message from the PGK, the AGK1 operates as a PGK(S12). The AGK1 allows registration of a terminal A(S13) and informs the AGKs(2-n) that it operates as the PGK through a nonstandard message(S14). Upon receiving the nonstandard message, an actual PGK compares its PGK-time with a PGK-time of the AGK1, confirms that it is a real PGK, carries its PGK-time on a second nonstandard message and transfers it to the AGK1(S15). Upon receiving the nonstandard message from the PGK, the AGK1 operates as a BGK(Backup Gatekeeper)(S16). A terminal A which has registered for AGK1, transfers an ARQ message to the AGK1 in order to set up a call(S17). Upon receiving the ARQ, the AGK1 performs a polling in order to check whether the PGK is in operation. Upon confirming that the PGK is in operation, the AGK1 sends an ARJ message to the terminal A(S18). The terminal A sets up a call(S19).
