SOLUTION: The counting operation of a counter is executed at a period synchronized with the detection of a synchronizing signal. When the detection of the synchronizing signal is failed, and when it becomes the count value of the counter at the time of receiving and detecting the synchronizing signal in the past, the synchronizing signal is generated.
