PURPOSE: A data flow control apparatus and method of an ATM mobile communication system are provided to minimize data loss and service interruption in occurrence of data congestion, and prevent degradation of performance of an overall system by constructing data required for periodical resource re-allocation. CONSTITUTION: In case of outputting data, an initialized system is in a standby station for data transmission(410,420). When there is data to be transmitted(421), a flow control apparatus judges whether there has been congestion information from a data destination side(422). If there has been congestion information from the data destination side, the system returns to the standby state(420), or otherwise, the system normally transmits data(424). In case of inputting data, the initialized system is in a standby state for a receiving data(410,430). If there is a data to be received(431), it is judged whether a data congestion has occurred in the current system(432). If the data congestion has occurred, the flow control apparatus is informed accordingly(432), or otherwise, the system normally receives(434) and returns to the standby state(430).
