PURPOSE: A method for deciding problems of an ADSL modem line is provided to compare an access speed measured while installing a substantial ADSL modem with an access speed by distance, and to exactly find out whether the ADSL modem line is bad or a detour problem occurs owing to distance, thereby coping with the problem. CONSTITUTION: A DSLAM configures distance information of each region(S101), and configures average access speed information(S102). If an ADSL installation is requested to a telephone office(S103), the DSLAM confirms whether a service is able(S104). If so, the DSLAM installs an ADSL modem(S105), and measures an initial access speed(S106). A traffic signal is transmitted to the DSLAM, and a timer is operated(S107). If exact line length is calculated, the ADSL modem compares the length with distance information of each region(S110), and confirms whether an error is less than a certain reference value(S111). If so, the ADSL modem compares an average access speed with a current access speed(S112), and confirms whether an error is less than the reference value(S114). If not, the modem completes the installation(S115).
