PROBLEM TO BE SOLVED: To suppress occurrence of abnormal sound caused by vibration without producing charge irregularity. SOLUTION: A taper part 26b is formed on an end of an axial center direction of a vibration suppression member 26 positioned so as to contact the outer peripheral face of a cylindrical body part 26a formed by an elastic material on the inner peripheral face of a cylindrical support 24 having electric conductivity by forming a photosensitive layer 25 on the outer peripheral face. Then, relation of the outer peripheral surface area A of the vibration suppression member 26 and the outer peripheral surface area B of the taper part 26b is set so as to be in a range of B/A≤0.3.
