PROBLEM TO BE SOLVED: To provide a filling apparatus for a gel electrode material, where fixed quantity filling is always possible in filling operations of the gel electrode material. SOLUTION: This apparatus comprises a feed hopper 1 containing the gel electrode material 2, a discharge pump 5 that is connected with a bottom of the feed hopper 1 and discharges the fixed quantity of the gel electrode material 2 into an outer packaging case 6 of a cell, a gas pressurizing means 3 for pressurizing the gel electrode material 2 in the feed hopper 1, and a pressure control device 7 for controlling the quantity of gas fed from the gas pressurizing means 3 by using electrical signals. Specifically, the weight of the outer packaging case of the cell is measured, these measured values are statistically processed by an arithmetic device 9, the gas pressurizing means 3 is controlled via a signal output device 10 and the pressure control device 7, the pressure with respect to the gel electrode material 2 in the feed hopper 1 is adjusted, and thus the filling is made at fixed density.
