PURPOSE: A device and a method for adhering a flat display panel united with a film type touch panel are provided to prevent the deterioration of the display quality by cleaning the circumference of a device carrying out a process adhering the touch panel to an LCD. CONSTITUTION: The device includes antistatic curtains(22a,22b) installed to the ceiling and a fan filter unit(24) filtering the foreign matters between the antistatic curtain(22a,22b). At an adhering area(26), the LCD panel united with the touch panel is formed by adhering the LCD panel transferred through a cleaning and drying process to the touch panel transferred through a storing device(6) and a returning device(8). The fan filter unit(24) includes the first fan filter(24a) filtering the foreign matters above 1 millimeter and the second fan filter(24b) filtering the foreign matters from 0.3 to 1 millimeter passing the first fan filter(24a).
