<P>PROBLEM TO BE SOLVED: To improve the utilization factor of active material by raising the dispersibility of a cobalt compound in paste, to form a constant conductive network. <P>SOLUTION: The paste containing an electrode active material, cobalt chloride, and water is packed in a porous metal electrode substrate.
