PROBLEM TO BE SOLVED: To transmit slip information including ABS (anti-lock brake system) operation information and freeze information to vehicles traveling in the vicinity by positioning a vehicle as a sensor and collecting and registering the slip information. SOLUTION: A slip information collecting and providing server has an ABS operation information registering part 22 for adding receiving date and hour to ABS operation detection information and positional information and registering the ABS operation detection information and positional information added with the receiving date and hour with an ABS operation information temporarily storing part 25 as the ABS operation information whenever the ABS operation detection information and positional information are received from an on- vehicle machine 10, a freeze information analyzing part 23 for registering freeze information consisting of the positional information and the receiving date and hour with a freeze information database 26 if the freeze information database 26 is retrieved to find a matching combination of a road surface temperature and outside air humidity when a road surface temperature and outside air humidity are received from the on-vehicle machine 10 in a prescribed cycle, and a slip information providing part 24 for retrieving the ABS operation information temporarily storing part 25 and the freeze information database 26 in receiving the road surface temperature and the outside air humidity in the prescribed cycle and transmitting corresponding ABS operation information and freeze information to the on-vehicle machine 10 if positional information within a fixed distance from the positional information of the on-vehicle machine 10 is registered.
