PROBLEM TO BE SOLVED: To convert construction and demolition wastes and industrial wastes into fuel by permitting power generated by unstable natural energy and nighttime surplus power to be safely stored and carried at low cost. SOLUTION: An electrolytic device 1 decomposes water with electric power to generate hydrogen, and presses the generated hydrogen into a reaction chamber 2. In the meantime, a water gas generator 3 generates water gas constituted of hydrogen and carbon monoxide, formed out of carbonaceous wastes such as wooden wastes and resin and pulp wastes, and presses the generated water gas into a reaction chamber 2. The reaction chamber 2 mixes the water gas and the hydrogen formed by decomposing the water with the hydrogen and the carbon mixed at a volume ratio of 2:1, and produces methanol through a catalyst of zinc oxide at 150 to 200 atm. and at high temperature of 300 to 400°C.
