PROBLEM TO BE SOLVED: To provide a picture processor capable of generating a moving picture thumbnail for transfer and a still picture thumbnail of a proper picture size. SOLUTION: The picture processor is provided with a moving picture thumbnail generation means (an information processing means 180) for reducing the number of pixels, gradation, and the number of frames of a moving picture main picture, a still picture thumbnail generation means (the information processing means 180) for subjecting a representative picture of the moving picture main picture to processing for reducing the number of pixels or gradation, and a picture recording means (the information processing means 180 and a recording medium interface 179) for recording the moving picture main picture, the moving picture thumbnail, and the still picture thumbnail in relation to one another, and thus the moving picture thumbnail and the still picture thumbnail of the size proper for processing on the mobile terminal 30 side can be generated.
