PROBLEM TO BE SOLVED: To provide a communication apparatus for transmitting a signal by allowing a plurality of communication elements to relay the signal without forming individual wiring. SOLUTION: The communication apparatus includes the plurality of communication elements arranged in a distributed manner. Each of the communication elements has a function to communicate with other communication elements arranged in the vicinity. The communication distance is set to enable local communication with the other communication elements arranged in the vicinity. By this local communication, a signal is successively transmitted between the communication elements until the signal reaches a target communication element. The plurality of communication elements are hierarchically divided by management functions.
