PROBLEM TO BE SOLVED: To provide a new authentication system using a one-time password. SOLUTION: In stead of providing a user authentication server device 5 in an enterprise using a one-time password, a one-time password generating server device 11 for issuing the one-time password is provided outside the enterprise such as a radio communication esterblishment side to configure an authentication system. The server device 11 specifies a user based on the owner information of a cellular phone 14 owned by the user to issue the one-time password for the enterprise, the server device 5 generates the one-time password by using the same program as that of the server device 11 and authenticates the user by checking the generated one-time password against the one-time password transmitted from the user.
