PROBLEM TO BE SOLVED: To provide an image encoding decoding method, an image encoding decoding apparatus, and an image encoding apparatus for performing high-speed processing and efficiently processing encoded data. SOLUTION: The image encoding apparatus interleaves image data into a plurality of systems in bit sequence or line sequence to allow an independent encoder to apply encoding processing to each of systems in parallel and processes each of the encoded data obtained thereby as single data stream (in this case, file processing).
