<P>PROBLEM TO BE SOLVED: To dynamically manage the traffic of a radio section by proper transmission efficiency by measuring a line quality between an individual mobile station and base station and controlling the encoding ratio of an error correction code corresponding to this line quality. <P>SOLUTION: Line control station apparatuses 2 and 2n are connected with base station apparatuses 3, 3m, 3n and 3z and extension line exchanges 1 and 1n through a cable or by radio. Mobile station apparatuses 4, 4m, 4n, and 4z are connected with the base station apparatuses 3 to 3z by radio measure the quality of an outgoing line which is presently received, and inform the line control station apparatuses 2 and 2n of the result of measurement.
