PROBLEM TO BE SOLVED: To stop a rotor by a magnetic energization force at an intermediate position of an operating range in an electromagnetic actuator having the rotor. SOLUTION: The electromagnetic actuator comprises the rotor 10 magnetized to an N-pole and an S-pole and rotating in a predetermined operating range, a yoke 20 for forming a magnetic path, a coil 30 for exciting, and a first pole 121 and a second pole 122 formed oppositely on the outer peripheral surface of the rotor 10 at both ends of the yoke for generating the poles having different polarities at the energizing time of the coil 30. The poles 121 and the poles 122 have a plurality of pole pieces 121a, 121b, and 122a, 122b for generating a magnetic energization fore to stop the rotor at three positions of both end positions and the intermediate position of the operating range in a non- energizing state.
