PROBLEM TO BE SOLVED: To provide a memory control device that can completely suppress overhead due to precharging of a DRAM with small amounts of hardware in a video decoding system that decodes image data compressed by MPEG or the like. SOLUTION: An access request is partitioned by every one lengthwise pixel and 16-crosswise-pixel with access partitioning means A 104 to C 106. The logical address of the access request is submitted to address conversion with an address conversion means 108 so that a bank 0 and a bank 1 alternately change for every 16-crosswise-pixel and two lengthwise lines. The access request after the address conversion is stored in access request buffers A 109, B 110. With an access sequence control means 111, among the address requests stored in the access request buffers A 109, B 110, an access request of a bank number different from a bank number that has been accessed at the last time and stored is initially selected and is outputted to a memory subsystem 112.
