PROBLEM TO BE SOLVED: To reduce power consumption while keeping high light emission efficiency. SOLUTION: Between an X electrode 2 and Y electrode 3 for forming a display electrode, an intermediate electrode 18 is arranged in parallel to them, and metal partition walls 16 for separating cells and the intermediate electrode 18 are connected to the ground as anode electrodes. The cell is selected by an address electrode 7 with the Y electrode 3, and wall electric charge is formed at the Y electrode 3 in this selected cell. Then, when a negative voltage is applied to this Y electrode 3 being as a cathode electrode, electric charge is given between the Y electrode 3 and intermediate electrode 18. When field strength becomes sufficiently high due to this charge, instantaneous dielectric breakdown discharge occurs between the Y electrode 3 and X electrode 2 to emit strong ultraviolet rays, which excite a phosphor 10 to emit visible rays. Herewith, since only a narrow pulse current flows through the X electrode 2 or Y electrode 3 due to the instantaneous dielectric breakdown discharge, power consumption can be reduced while keeping high light-emission efficiency.
