PURPOSE: A pumping circuit by using a decoupling capacitor is provided to reduce the layout area by using the pumping capacitor only when the pumping circuit is operated by using the decoupling capacitor without providing the additional pumping capacitor in the pumping circuit. CONSTITUTION: A pumping circuit by using a decoupling capacitor includes a detecting block, an oscillator, a first and a second pumping control blocks, a first decoupling capacitor control block(40) and a pair of pumps. In the pumping circuit, the first decoupling capacitor control block(40) selectively outputs the pump driving signal in response to the state of the pump driving control signal. And, the pair of pumps implement the pumping operations in response to the pump driving signals.
