PROBLEM TO BE SOLVED: To provide an optical pickup regulator which can adjust a tilt of an optical pickup, and a distance between the optical pickup and an optical disk, and to provide an optical recording and reproducing device having the same. SOLUTION: Each of both edges of a main shaft (14) and a sub shaft (16) which guide an optical pickup (30) is supported adjustably in raising and lowering on a deck base (10) by an adjuster (50). Each adjuster is fixed at a corner of an aperture hole (12) formed on the deck base. Inside of the adjuster, a space open to downward is set. On a side wall, a support member (52) in which a holding groove (52a) for holding one edge of the main shaft and the sub shaft is formed, a spring (54) which is interposed between the support member and the edges of the main shaft or the sub shaft and energizes the edges of the main shaft or the sub shaft to downward, a base plate (56) which is connected to the bottom face of the support member and prevents the main shaft and the sub shaft break away to downward, and a adjustment screw (58) which is fastened to the base plate and moves the base plate and the sub plate upward, are set.
