PROBLEM TO BE SOLVED: To provide a magnetic recording medium whose film does not produce peeling. SOLUTION: The magnetic recording medium has a non-magnetic base layer, a magnetic layer, a protective layer, and a liquid lubricant layer laminated on an non-magnetic base plate. Especially, this magnetic recording medium has the non-magnetic base plate being a polymer resin plate which is processed to be highly adhesive and further; an adhesive layer is provided between the resin plate and the non-magnetic base layer; and further, the medium provides a manufacturing method which has a process of increasing the adhesion of the surface of the non-magnetic base plate, a process of forming an adhesive layer on the non-magnetic base plate already improved in adhesion, a process of forming at least a non-magnetic base layer, a magnetic layer, a protective layer and a liquid lubricant layer, sequentially on the adhesive layer.
