PURPOSE: A method for optimizing forward link coverage in an intergeneration network is provided to equally maintain coverage by adjusting a ratio of total power of a base station to pilot power. CONSTITUTION: A traffic amount by voice and data calls is calculated through forward and backward directions based on the current power assigning rate(11). Digital gains are changed by calculating a power assignment rate by channels, and the changed digital gains and the previous digital gains are divided by a total power value of a base station respectively(12). It is judged whether a difference between an Ec/lo calculated based on the changed digital gains and another Ec/lo based on the previous digital gains is within a set range(13). If the difference exceeds the range, a loop is repeatedly executed while continuously changing the digital gains. If the difference is in the range, the changed digital gains are set up(14). A base station and an operator station change a forward attenuation to be appropriate for the set digital gains(15). A hand-off parameter is changed to reduce an overlapping ratio between base stations(16).
