<P>PROBLEM TO BE SOLVED: To further efficiently distribute data. <P>SOLUTION: A distribution control center 501 receives a content acquiring request from a content request side apparatus 504, and negotiates substitute distribution of the contents with a content substitute distributing server 721. When realizing negotiations, the distribution control center 501 confirms an incentive paying condition from an original content distributing server 502. Afterwards, the distribution control center 501 controls a distribution of the contents to the content request side apparatus 504 from the content substitute distributing server 721.
