PROBLEM TO BE SOLVED: To provide a video recording and reproducing device which dynamically changes the compression level in accordance with the degree of importance of reception data and reduces the compression degree of important data to store.

SOLUTION: A compression level is given to compressed data sent from a monitor camera 400 to store the compressed data in an information recording means 300 by a content control means 100. When data required for re-encoding is stored up to the re-encodable volume, re-encoding is performed in the case that a re-encoding means 200 is not used, and data before re-encoding is deleted, and re-encoded compressed data is stored in the information recording means 300.
