PURPOSE: A method for realizing a hand-off using a beacon signal at a roaming boundary area is provided to secure the hand-off of a terminal of other service network at the roaming boundary area and optimally operate FA operation at a base station of a roaming area. CONSTITUTION: A local network base station A(110) and another network base station(120) assign channels to subscriber groups at a non-roaming area for executing a call process, a hand-off, and a position registration. A local network base station B(130) and a local network base station C(140) assign channels to mobile stations of subscriber groups at a roaming area for executing the call process, the hand-off, and the position registration. The local network base station B more contains a beacon FA(Frequency Allocation) as well as the existing traffic FA for the hand-off of the mobile station moving from the non-roaming area to the roaming area. The local network base station B receives a hand-off request from a base station controller, and assigns the mobile station moving to the roaming area to the beacon FA before executing the hand-off to the local network base station C.
