PROBLEM TO BE SOLVED: To provide bill discriminating device and method capable of stably checking the authenticity of a bill without being influenced by a sensor or the dirt of the bill. SOLUTION: The reading lines L of a target bill are scanned and irradiated with light by respective transmission type optical sensors 61, transmitted light quantity patterns (Fig. 3 (b), (c)) from the bill are obtained and transmitted light quantity patterns (1a, 1b) corresponding to watermark parts are evaluated by the maximum values (11, 12) of the transmitted light quantity patterns corresponding to normal pattern parts other than the watermark parts to check whether the watermarks exist in the target bill or not and judge the authenticity of the bill.
