PURPOSE: A skin lotion composition containing a pre-emulsified emulsion phase and a humectant, together with a skin lotion base is provided. Therefore, the composition increases moisturization without greasiness or oiliness, improves a long-lasting effect of moisturization and provides excellent skin feeling. CONSTITUTION: A skin lotion composition is prepared by addition of a pre-emulsified emulsion phase to a skin lotion base. The skin lotion composition comprises: a skin lotion base containing a humectant and purified water; an oil phase and a humectant on an emulsion phase containing wax, one or more higher alcohols, one or more higher fatty acids and a surfactant; and an aqueous phase and a humectant on an emulsion phase containing purified water. The wax, one or more higher alcohols, one or more higher fatty acids(A) and a surfactant(B) are in a ratio of 1.0:0.2 to 1.0:1.5.
