PROBLEM TO BE SOLVED: To provide a commercial distribution system, a commercial processing apparatus, a commercial processing method, and a commercial processing program that can provide commercial messages in matching with the needs of users.

SOLUTION: A sponsor produces various commercials for various potential users, and the commercial distribution system attaches tag data Dtg denoting the potential users listed by the sponsor to each of commercial data Dcm and distributes the resulting commercial data to many unspecified users. The commercial processing apparatus APR of each user compares reservation registration data Drv set in advance by each user with the tag data Dtg in the distributed commercial data and discriminates whether or not the commercial data are in matching with the needs of each user. When discriminating that the commercial data are in matching with the needs of each user, the apparatus televises the commercial on the basis of the distributed commercial data Dcm and stores the commercial data to a storage section MEM as registered commercial data Dcms. When discriminating the commercial data are not in matching with the needs of each user, the apparatus televises the commercial on the basis of the registered commercial data Dcms having already been stored in the storage section MEM in place of the distributed commercial data.
