PROBLEM TO BE SOLVED: To provide an electric double-layer capacitor, especially a thin electric double-layer capacitor, that can achieve low ESR even in initial and after long- term use, and to provide a method for manufacturing the electric double-layer capacitor. SOLUTION: In the electric double-layer capacitor, two collectors are oppositely arranged, and a basic cell where a separate polarization electrode is arranged on the rear of each collector is provided. In this case, the basic cell closely contacts a gasket where an opening that can accommodate the collector is formed to the side of the collector. Additionally, in two intermediate products each in which the polarization electrode which is impregnated with electrolyte is formed on the surface of the collector, polarization electrode sides face each other, a separator having a nearly flat shape is sandwiched so that the gasket is installed while coming in contact with front and rear at the outer-periphery section of the separator, and the portion between the collector and gasket and the gaskets are thermally fusion bonded so that atmospheric pressure in the basic cell becomes lower than that outside the basic cell.
