PROBLEM TO BE SOLVED: To automatically select a radio communication device, that a user intends to make communication, as a communication opposite party among a plurality of devices. SOLUTION: Relation between the largeness of transmission power and a distance for receiving reception power with a level being equal to a fixed level or more is the relation of monotonous increase in a case without an obstacle. Besides the establishment of an assumption is experientially obtained that the radio communication device, that the user wants to make communication, is positioned nearest is distance to the user's own radio communication device. Transmission power is controlled, so that the range for receiving reception power with the level being equal to the fixed level or more is controlled.
