PROBLEM TO BE SOLVED: To provide a light-emitting power adjusting device, an optical disk recording and reproducing device and its light-emitting power adjusting method, which can adjust laser diode (LD) power, even if an offset adjustment value is not proper, the function of an offset adjusting section is not sufficient, or there is no offset adjusting function and offset adjusting cannot be performed. SOLUTION: In a LD power adjusting device 40, the optical disk recording and reproducing device and its light-emitting power adjusting method, when an optical disk control section 22 makes a LD light-emitting section 1 emit light, according to a light-emitting power set point of two or more, an arithmetic and storage section 21 approximates the relation between a light-emitting power measured value and a light-emitting power set point measured by a LD power measuring section 20 by using a linear function. A gain adjustment value of a detection signal processing in the optical disk recording and reproducing device is then set so that the coefficient of tilt for this linear function converges to a sensitivity target value of a light-emitting power variation to a light- emitting power set point variation.
