<p><P>PROBLEM TO BE SOLVED: To provide a method of filling buried waste for cutting off water, and a filler, for securing required water barrier performance and radionuclide retardation performance by maintaining a buried waste storage frame and a radioactive waste storage frame or a waste package in stationary positions over a long period without sinking. <P>SOLUTION: The method of filling buried waste for cutting off water, for forming a water cutting-off condition between the waste storage frame 1 buried and surrounding ground 2, is characterized in that clay type mixed fillers 3 whose average density is adjusted to become equal to the average density of the buried storage frame 1 are set in a stationary position between the storage frame and the surrounding ground 2.
