PROBLEM TO BE SOLVED: To provide a retaining wall construction method capable of reducing load to a retaining wall, improving drainage efficiency and cutting a construction cost for a retaining wall structure. SOLUTION: The retaining wall construction method is so constituted that a waste styrene foam crushed substance for physically crushing a waste styrene foam is lumped by means of an inorganic adhesive such as an inexpensive cement or the like at a plant to make lightweight permeable blocks, the permeable blocks are laminated in site work to facilitate the work, an optional drain outlet is formed if necessary and that a reinforcing material is piped during the lamination of the permeable blocks for improving strength.
