PROBLEM TO BE SOLVED: To provide a soil cement column strip earth retaining wall and its construction method with the high effect of thinness of a wall having good construction efficiency. SOLUTION: Soil cement 2 is placed inside of a large number of excavation holes 1 formed so as to make a row and overlap the adjoining excavation holes and, at the same time, in the soil cement column strip earth retaining wall constructed by inserting H-shaped steels 3 in the soil cement 2 of all or selected excavation holes 1, the H-shaped steels 3 are eccentrically set to a diameter of each excavation hole 1.
