PROBLEM TO BE SOLVED: To prevent deterioration of the performance of a desulfurizing device where moisture is to be avoided. SOLUTION: In a fuel reforming device provided with an evaporator 1 for generating steam by evaporating water, a desulfurizing device 2 for removing sulfur content contained in city gas as fuel gas and supplying the city gas from which the sulfur content is removed and the reforming device 3 to which the steam generated at the evaporator and the city gas supplied from the desulfurizing device and from which the sulfur content is removed are supplied as a material to be reformed, a solenoid valve 51 as a valve means 5 for preventing the steam generated at the evaporator 1 from being supplied to the desulfurizing device 2 and carrying out opening and closing operation in accordance with electrical input is disposed at a piping 4 connecting the desulfurizing device 2 and the reforming device 3.
