PROBLEM TO BE SOLVED: To provide an apparatus for cutting a pavement surface, which facilitates removal of a road cut portion cut out from the pavement surface, prevents read damage after repairing the same, easily and inexpensively cools a blade for cutting the pavement surface, and can collect cutting dust generated at the time of cutting, and to provide a method for cutting the pavement surface. SOLUTION: The apparatus for cutting the pavement surface is comprised of a disk blade 27, a cover 30, and a sucking-type dust collector 45. The blade 27 is attached to a chassis traveling on the pavement surface R, and driven for rotation by a driving means 20 mounted in the chassis, to thereby diagonally cut the pavement surface R while being rotated along a chassis traveling direction. The cover 30 covers the periphery of the blade 27. The dust collector 45 is mounted on the chassis. According to the apparatus, a suction port of the sucking-type dust collector 45 is opened in an upper portion of the cover 30, and cutting dust scattering in the cover 30 is collected from the suction port via the hose 16 into a cutting dust accumulating container 15.
