PROBLEM TO BE SOLVED: To reduce time required for prearrangement and to improve operating rate of a machine by eliminating manual operation in the prearrangement of a paper mending process for semi-automation. SOLUTION: In this prearrangement method of a paper mending device, a control means rotates a guide roll 12 or a feeding roll 42, feeds a new paper 4 with its tip end inserted between the guide roll and the feeding roll, holds the new paper 4 by operating a holding part 18 provided at a paper mending part, moves a pressing member 61 at a retracted position to a position opposing a table 46 after setting the paper mending part at a prearrangement position, presses the tip end of the new paper loaded on the table onto the table, moves a tape sticking unit 70 in the machine width direction, cuts an unnecessary part at the tip end of the new paper with a cutter provided at the tape sticking unit, sticks a tape to the new paper by the tape sticking unit, and returns the paper mending part to a paper-mending waiting position.
