PROBLEM TO BE SOLVED: To reliably put a cap material on a mouthpiece of a bottle with sufficient twisting force without deformation occurring on the mouthpiece of the bottle. SOLUTION: An RO roller 4 forms a screw 59 by twisting with large twisting force during a first screw forming process X and twists with weaker twisting force than that of the first process during a second screw forming process Y, and thus the twisting force is changed between the first screw forming process and the second screw forming process. In order to change the twisting force of the RO roller 4 for the first process, a cam follower comes into contact with a small diameter portion of a cone cam to be brought to a position toward an axis of a cap material 55, and for the second process, the cam follower comes into contact with an intermediate diameter portion between a large diameter portion and the small diameter portion of the cone cam.
