PROBLEM TO BE SOLVED: To provide a honeycomb structural body capable of being simply formed with an equal sectional area and changing the center of gravity by optionally setting the distribution of weight of the structural body as well as its controlling method and manufacturing method. SOLUTION: The inside space 14 of a honeycomb cell of the honeycomb structural body 2 formed by using a prepreg is filled with fillers 16 with different masses to fix. The fillers 16 can also use a plurality of kinds, and the distribution area of them can be optionally set. An exterior wall of the honeycomb structural body 2 is partially released, and it is used for an underwater or a water-surface structure. By the constitution, when the honeycomb structural body 2 is installed underwater, the outside water flows therein to enable the water to perform leg load, and the stability of the honeycomb structural body 2 can be held in the water.
