PROBLEM TO BE SOLVED: To provide a cogeneration system which generates electricity by using a small-sized gas turbine for driving an electric generator, recovers energy of exhaust gas generated from the small-sized gas turbine as hot water via a hot water boiler, and generates steam by a steam boiler using the hot water boiler as an economizer to control the generated electricity, the amount of steam and the amount of the extracted hot water individually. SOLUTION: This system comprises a small gas turbine unit 2 having the hot water boiler 6 and the steam boiler 3 using the hot water generated by the hot water boiler 6 as feed water.
