The varactor (100) has a pair of signal path plates (150,170) fixed to a deflector bar (130). The deflector bar is fixed to a dielectric substrate (120) and the unit for deflecting the bar has first and second operation unit plates (140,160). The first operation unit plate is fixed at the at the bar and the second operation unit plate is fixed at the substrate. The varactor is housed in an air-sealed vacuum.
