PROBLEM TO BE SOLVED: To shorten the length of embedding of an anchor bolt for anchoring a base plate of a column base of a steel column in foundation concrete of a steel structure or the like. SOLUTION: An anchoring tube 2 is anchored in the foundation concrete 6 near an upper end of the foundation concrete 6 and an anchor bolt 3, penetrating a base plate 9 and a head part thereof being fixed to the base plate 9, is inserted into the anchoring tube 2 keeping a distance from the inner peripheral surface thereof. A sleeve 4, integrated with a shaft or the periphery of the anchor bolt 3, is connected to the anchoring tube 2 by means of tie rods 5 so that the tie rods 5 may exhibit energy absorption capacity when relative displacement of the anchor bolt 3 to the anchoring tube 2 occurs.
