PROBLEM TO BE SOLVED: To provide a packer device which is suitable for the efficient practice, from the inside of a buried pipe, of a construction method for filling an underground cavity generated in the vicinity of the buried pipe. SOLUTION: This packer device for filling the underground cavity is installed in the buried pipe and used to allow the filling of the underground cavity which is generated in a position close to the buried pipe. The packer device is provided with an annular hollow sealing body which is expandable/contractible in a state of coming into contact with outer peripheries on both front and rear sides of a cylindrical can body in which a tubular passage is provided in an axial direction. Inside the tubular passage, there are provided at least a guide pipe which extends from one end of the cylindrical can body to one region of a central outer peripheral surface and is opened outward, and at least one earth-removing pipe which is opened outward in another region of the central outer peripheral surface and reaches the other end of the cylindrical can body. The guide pipe can guide the insertion of at least one kind of working device which is selected from among a long small-diameter-hole excavating device capable of controlling bending, a long in-hole observation device capable of controlling bending, and a long filler feeding device capable of controlling bending.
