PROBLEM TO BE SOLVED: To provide an image forming apparatus which can prevent an image from having a defect such as density unevenness by supplying a developer to a developer carrier axially uniformly by reducing partiality of the developer in a developing device when conveying means which agitate and convey the developer in the developing device are arranged one over the other. SOLUTION: In the image forming apparatus 1 equipped with an image carrier 10 and a developing device containing the developer, the developing device 1 has a rotatable developer carrier 8 which carries and conveys the developer to a development part facing the image carrier 10, a development chamber 3 from which the developer is supplied to the developer carrier 8, an agitation chamber 4 which is arranged below the development chamber 3 and collects the developer having passed through the development part from the developer carrier 8, and conveying means 5 and 6 which circulate the developer between the development chamber 3 and agitation chamber 4, and further has a developer surface detecting means which detects the position of a developer surface in the development chamber 3 by developer surface detection members 31 and 32 provided in the developing device 1 and a correcting means which corrects the position of the developer surface on the basis of the detection result of the developer surface detecting means.
